To put into play the active role of people-to-people exchanges in Sino-French relations, and in accordance with a common understanding between China and France, the third meeting of China - France High-level Mechanism for Dialogue on People-to-People Exchanges was held from June 29 to July 2, 2016 in France. On the morning of June 29, BUCM President XU Anlong and his medical delegation met with representatives from AP-HP at the hospital Hôpitaux Universitaires La Pitié salpêtrière - Charles Foix in Paris. The two sides reached an agreement on cooperation in medical research, teaching, clinical application, and dissemination of TCM for better health care for the Chinese and French people.

Also present at the meeting were Patrice DEBRE, Académie de Médecine, responsable relation chine de La délégation aux relations internationales de l'AP-HP (Chinese Relations Director at AP-HP), Pr Alain BAUMELOU, Dircteur du centre intégré de Médecine Chinois à l'AP-HP (TCM Center Director at Hôpitaux Universitaires La Pitié salpêtrière - Charles Foix in Paris), Pr ZHU Miansheng, Présidente de PEFCTCM (President of Pan-European Federation of Traditional Chinese Medicine Consultants), and Dr. Bingkai LIU, Secrétaire général du partie Francais de la Comité de pilotage des accords franco-chinois sur la médecine chinoise (French Secretary General of Sino-French TCM Cooperation Commission).

Patrice DEBRE introduced the health care system of France, which is characterized by government-led regional medical care planning, integrated medical services, standardized medical protocols and free medical care for French citizens. There are 22 groups of public hospitals, among which AP-HP, consisting of 37 public hospitals with 92,000 staff members, is a largest group of public hospitals in France and  Europe. Covering more than 30 hectares, Hôpitaux Universitaires La Pitié salpêtrière - Charles Foix is the largest public hospital in Europe integrating teaching, research, and medical services and consisting of a full range of departments except Department of Burns and Department of Pediatrics.

This hospital is one of the first French hospitals that conduct TCM teaching and research and the only public hospital with a TCM center. In recent years, it has carried out fruitful medical exchanges with China and contributed to the medical cooperation between China and France.

President XU Anlong then introduced the development of BUCM. Founded in 1956, the university is one of the earliest established institutions of higher learning of Chinese medicine approved by the State Council of the People’s Republic of China. Its leading subjects are  Chinese medicine (TCM) and Chinese materia medica. The university has become a teaching base for the cultivation of high-level innovative TCM professionals, a model base for the reform of TCM education, a research base for the innovation in TCM knowledge and technology, a health care base for the prevention and management of critical conditions and complex and miscellaneous cases, a humanity base for the dissemination of Chinese excellent traditional culture, and an international exchange base for the introduction of TCM to the world. It has become a world-renowned TCM university performing functions of teaching, research and medical care, making great contributions to the development of health care and civilization of the mankind. By now, it has trained over 20,000 TCM professionals from 90 countries and regions, and formed collaborations with 108 prestigious universities and research institutions from 30 countries and regions. BUCM hopes to join hands with AP-HP and start pragmatic cooperation in medical research, student programs, clinical application and TCM dissemination.

After this in-depth discussion, the two sides will sign a cooperation agreement, adding vitality to Sino-French medical cooperation in TCM research and application.
